Simple terms explainer: 

Councils must administer EMA on behalf of Scottish Government. They manage the application process, assess eligibility based on household income, and ensure payments are made correctly. Councils must also make sure that young people sign a Learning Agreement, which sets out expectations for attendance, behaviour, and progress. Payments are only made if these conditions are met.
