Simple terms explainer: 

If a child can’t go to school - because of illness, mental health issues, or other serious circumstances - the council still has a responsibility to make sure they get an education. This might mean arranging home teaching, online learning, or support in a hospital setting. The goal is to help the child keep learning and stay connected to school, even if they can’t be there in person. Councils must work with families and schools to make sure the education provided meets the child’s needs and helps them return to school when they’re ready.
