Simple terms explainer: 

Councils must ensure that instrumental music tuition is available to pupils as part of a broad and balanced education. Following Scottish Government policy, tuition should be provided free of charge, removing financial barriers for families and supporting equal access for all. Councils are expected to use allocated funding to maintain and enhance music services, including hiring instructors and purchasing instruments.
