Simple terms explainer:

Local authorities must ensure that every eligible pre‑school child who lives in their area can access their funded early learning and childcare (ELC) entitlement. Local authorities are responsible for planning, funding and securing enough childcare places to meet local demand. Funded ELC must be free at the point of use, meet national quality standards, and offer families choice and flexibility. Places can be provided by council settings or by partner providers, as long as required standards are met. Local authorities must also consider children with additional support needs and ensure access is fair across the area.
