Simple terms explainer:

Local authorities must ensure that each eligible child can access the full statutory entitlement of 1,140 hours of funded early learning and childcare (ELC) each year. Where a child is only eligible for part of the year, councils must make a pro‑rata amount of funded provision available. This duty is about securing sufficient funded ELC places so that eligible children and families are able to take up their entitlement.
