Simple terms explainer: 

If a child is enrolled in a public school but is not attending regularly, and the council believes the parent has no good reason, the council must send the parent a formal notice. This notice asks the parent to explain why the child has been missing school. If the explanation is not satisfactory, the council can take further steps, such as issuing an Attendance Order or starting legal action.
