Councils must protect and manage trees and woodlands as part of their environmental responsibilities. This includes making Tree Preservation Orders (TPOs) to safeguard trees that have special value, and overseeing woodland areas to support biodiversity, public wellbeing, and climate goals. These duties usually sit within Environmental Services, but may also involve Planning teams—especially when trees are affected by development proposals. Councils are expected to ensure trees are cared for properly and that any work on protected trees is legally approved.
