Simple terms explainer:
Councils are responsible for managing heat and electricity functions. This includes the power to produce heat or electricity, establish and operate generating stations, acquire heat, and supply heat to premises within or outside the council area. Councils can also sell heat and, subject to restrictions, electricity they produce from waste, in association with heat, or from prescribed renewable sources such as wind, solar, or biomass. These powers allow councils to support local energy generation and promote sustainable energy use.
