Simple terms explainer:

Councils must create and carry out Local Heat and Energy Efficiency Strategies (LHEES) to help reduce energy use and cut carbon emissions from buildings in their area. These strategies set out how homes, businesses, and public buildings can become more energy efficient and switch to low-carbon heating. Councils use LHEES to plan improvements, support communities, and meet national climate and fuel poverty targets. It’s a legal requirement, and each council must update their strategy every five years.
