Simple terms explainer:

Councils should help reduce fuel poverty in their area in line with Scotland’s national targets. By 2040, no more than 5% of households in each local authority area should be in fuel poverty and no more than 1% in extreme fuel poverty, with the median fuel poverty gap no greater than £250 (adjusted for inflation). Fuel poverty means that after housing costs, a household spends more than 10% of its income on reasonable fuel needs (20% for extreme fuel poverty) and still cannot maintain an acceptable standard of living. While Scottish Ministers set the overall strategy, councils are responsible for implementing key actions locally to ensure these targets are met.
