Simple terms explainer

Councils are responsible for helping to meet local housing needs by delivering affordable homes. This includes building new houses, buying existing properties, improving older homes, or converting buildings into suitable accommodation. These activities are planned through the council’s Strategic Housing Investment Plan (SHIP), which supports the goals set out in the Local Housing Strategy. The aim is to increase the supply of good-quality, affordable housing for people on low incomes, families, older adults, and others in need—while also supporting regeneration, sustainability, and community wellbeing.
