Simple terms explainer

Where owners of common property fail to provide adequate lighting in shared areas such as common stairs, passages, courts, or other communal access routes, the council can step in and arrange for a suitable lighting system to be installed. Before doing so, the council will normally give owners an opportunity to carry out the work themselves. If the council undertakes the work, it may recover the costs from the relevant owners, including each owner's proportionate share of the installation expenses.
