Council officers can enter common areas of buildings, such as shared stairwells, landings, passages, courts and other communal access areas, to inspect the condition of lighting installations. These inspections help the council determine whether the lighting provided is adequate, safe, and in proper working order, and whether property owners are meeting their legal responsibilities. Where deficiencies are identified, the council may require owners to carry out improvements or, where it has the relevant powers, arrange for works to be undertaken and recover the associated costs from the owners.
