Simple terms explainer

Councils are responsible for inspecting homes to ensure they meet the minimum legal standards for safety, comfort, and habitability. This includes ensuring properties are in a reasonable state of repair and have basic facilities necessary for living. If a home is suspected of being substandard—such as having damp, structural problems, or inadequate amenities—the council must assess whether it is fit for human habitation. Where a property fails to meet these standards, the council has the authority to take action to require improvements, or, in extreme cases, to close or demolish the property. These responsibilities apply to all types of housing, regardless of tenure.
