Simple terms explainer

Councils are required to develop a Local Housing Strategy (LHS) that sets out their vision and plans for housing and related services over a five-year period. This must cover all types of housing and address key issues such as homelessness, affordable housing, independent living, energy efficiency, and climate change. Councils must base the strategy on evidence of local housing needs and involve a wide range of partners—including health and social care services, housing associations, community groups, and residents—through consultation and engagement. The LHS must align with national priorities and local plans, and once completed, it must be approved by the council and submitted to the Scottish Government.
