Simple terms explainer
Councils provide landlord services by managing social housing for people in need, including those who are homeless, on low incomes, or require supported accommodation. They are expected to let homes fairly, collect rent, maintain properties, carry out repairs, and uphold tenants’ rights and responsibilities. They must ensure that homes are safe, secure, wind and watertight, and meet legal standards for habitability, safety, and energy efficiency. Councils also support tenants—particularly vulnerable groups—by responding to concerns, delivering necessary maintenance, and treating residents with fairness and respect. These services are regulated by the Scottish Housing Regulator, which monitors how well councils meet national standards for housing and homelessness services.
