Simple terms explainer

Councils are responsible for making sure shared homes—called Houses in Multiple Occupation (HMOs)—are safe and suitable to live in. An HMO is a property where three or more unrelated people live together and share facilities like a kitchen or bathroom. These homes must be licensed by the council, and landlords must meet strict safety and quality standards. Councils also check that homes aren’t overcrowded, which means too many people living in a space that’s too small. If a property doesn’t meet legal safety standards, the council can take action to protect tenants and improve living conditions.
