Simple terms explainer
Councils must assess local rent conditions within the private rented sector, including monitoring rent levels and rent increases, assessing the impact of rent changes on tenants, landlords and local housing markets, and reporting findings to Scottish Ministers. Councils may also carry out interim assessments where changing circumstances justify further review. To support these functions, councils can request specified information about properties and tenancies, share information with Scottish Ministers, and contribute evidence used to determine whether Rent Control Areas should be designated, varied, or reviewed.
