Simple terms explainer

After planning permission is granted, developers often need to submit additional information to the council before they can start work or progress to later stages of construction. These are known as applications to discharge planning conditions. Examples include drainage strategies, construction environmental management plans, materials samples, transport details or environmental protection measures. The council must review each submission carefully and confirm whether the condition has been satisfied. If the developer starts work without meeting the required conditions, the development has not lawfully commenced, which may lead to enforcement action. This duty ensures that the safeguards, mitigation measures and quality standards required at the planning permission stage are actually delivered on the ground.
