Simple terms explainer

Councils are responsible for handling planning applications including accepting or refusing applications, notifying the public, and making decisions in line with planning policies and other material planning considerations. The goal is to make sure new developments or changes to land and buildings meet with a range of development plan objectives which include economic development, housing, net zero, placemaking, health and wellbeing, and that development mitigates its impact. Section 25A of the Town and Country Planning Act gives primacy to the development plan in determining planning applications.
