Simple terms explainer:
Councils have the power to manage parking on local roads by designating where vehicles can and cannot park and enforcing those rules. This includes creating on-street parking spaces, setting time limits, introducing residents’ parking zones, and providing spaces for disabled drivers. Councils can also charge for parking and issue penalty notices when rules are broken. They must keep an account of all income and expenditure from designated parking places, and any surplus can only be used for specific purposes set out in law, such as improving transport or maintaining parking facilities.
