Councils can introduce ticketing schemes that make it easier for people to use public transport. These include integrated tickets that work across different bus operators or across buses, trains, and ferries, as well as smart ticketing systems such as contactless cards or mobile apps. Councils must periodically review local ticketing arrangements and consult with service user representative organisations before making any determination. If suitable arrangements are not available, councils must seek to provide them through agreements with local service operators. Where appropriate, two or more authorities may jointly implement a ticketing scheme covering all or part of their areas.
