Councils, as local transport authorities, can create a Quality Contract Scheme (QC scheme) for bus services in their area. This determines what local services should be provided, the standards that apply, and any additional facilities or services required. Under the scheme, certain local bus services may only be operated under a Quality Contract, which grants an operator the exclusive right to run those services on terms specified by the council, including frequency, fares, and service standards. Councils must consult with stakeholders, follow prescribed notice requirements, and obtain approval from Scottish Ministers. Before entering into any Quality Contract, the council must invite tenders, unless otherwise approved by Scottish Ministers. While the scheme is in force, no local service covered by it can be provided except under a Quality Contract.
