Simple terms explainer
Councils must enforce legislation that prohibits the production, supply, importation and sale of novel psychoactive substances (sometimes known as "legal highs"). These substances are designed to produce psychoactive effects but can pose significant risks to health and wellbeing. Councils can investigate businesses suspected of supplying prohibited substances, gather evidence, seize products, and take enforcement action where offences are identified.
