Local authorities must provide advice and enforce legislation to prevent proxy sales of age‑restricted products. This includes monitoring retail premises, investigating complaints, and working with communities to raise awareness of proxy purchasing. A proxy sale occurs where a person aged 18 or over purchases an age‑restricted product on behalf of someone who is under the statutory age limit. Trading Standards Officers have powers to issue fixed penalty notices where there is evidence that a proxy sale has taken place.
