Simple terms explainer

Councils must ensure that pencils, pens and other graphic instruments sold to consumers comply with legal safety requirements. This includes checking that products are designed and manufactured to meet specified airflow requirements intended to reduce the risk of choking if a component is accidentally swallowed or inhaled. Councils can inspect products, investigate complaints, remove non-compliant products from sale, and take enforcement action where necessary.
