Local authorities must enforce requirements for the standardised packaging and labelling of tobacco products to ensure product compliance. This includes ensuring that all cigarette and hand‑rolling tobacco products are sold in uniform packaging featuring the prescribed standard colour, mandatory health warnings, and no branding, logos, or promotional elements. Trading Standards Officers have powers to carry out inspections and test purchases, seize non‑compliant products as evidence, and report offences to HM Revenue & Customs or the Crown Office and Procurator Fiscal Service.
