About the project
Ipsos MORI, the independent research company, have been commissioned to carry out a national exercise to collect information on costs for private and voluntary Early Learning & Childcare providers, including childminders
This survey will ensure that local authorities have a reliable and up to date understanding of the current costs to local private and third sector providers of delivering early learning and childcare. The findings will inform discussions about the provision of funded hours in local authorities, and the essential role funded providers and childminders in the private and third sectors play in that.
About this privacy notice
This privacy notice explains how your personal data (e.g. any information that could identify you such as name and gender) collected for the purposes of this research are used and handled.
The Improvement Service is the “data controller” which means that they decide what personal data is collected from you as part of this research.
Ipsos MORI is the “data processor” for this research, which means that Ipsos MORI will be responsible for collecting information from the survey, securely storing it, and using it to write a report.

Market & Opinion Research International Limited is a specialist independent research agency, commonly known as “Ipsos MORI”. Ipsos MORI is part of the Ipsos worldwide group of companies, and a member of the Market Research Society. As such it abides by the Market Research Society Code of Conduct and associated regulations and guidelines.
The legal basis for collecting this information is ‘public task’ which means it is being collected to aid the functioning of government.
How Ipsos MORI got your details
All councils were asked by the Improvement Service to provide the name, telephone number and (if available) email address for the childminders that they have in partnership to deliver funded ELC. These contact details were be passed to Ipsos MORI solely for the purpose of conducting the telephone survey.
What happens to the information you provide and how your privacy is protected
The information collected from the survey is used for research purposes only and is dealt with under data protection legislation (see below). Ipsos MORI will use the information to write a report, but this report will not contain any personal data.
Ipsos MORI will treat the information you give them in the strictest confidence under the Data Protection Act 2018, the European Union General Data Protection Regulation (GDPR). Only the Ipsos MORI research team will have access to your personal data and this will be stored securely, in a protected electronic folder that only the immediate research team have access to. The data is stored on a UK server and will not leave the UK. No information that could make a person identifiable will be passed on and none of your personal details will be passed on to anybody without your permission.
How long your information is stored for
All personal data and survey responses are stored securely and confidentially under the terms of data protection and in line with international best practice.
Ipsos MORI has regular internal and external audits of its information security controls and working practices, and is accredited to the International Standard for Information Security, ISO 27001.
Any respondent personal data will be stored by Ipsos MORI for no longer than three months after the end of the project. It will then be securely destroyed.
Your rights
Taking part in the survey is voluntary. You are free to withdraw at any time without consequence, and you do not have to answer any questions you do not want to. There will be no consequences if you choose not to participate.
Data protection legislation gives rights to individuals in respect of the personal data that organisations hold about them. These include the right to:
- access a copy of the information an organisation holds about them;
- rectify any information they think is inaccurate or incomplete
- restrict the processing of their information in certain circumstances
- object to processing that is likely to cause or is causing damage or distress;
- complain to a supervisory authority if they are unhappy with the way in which their data has been processed.
