2025 achievements highlighted in Improvement Service annual report

The Improvement Service has published its annual report for 2025, rounding up our activities, key achievements and performance throughout the year.

While highlighting the great work of all our workstreams, this year the report also takes an in-depth look at several of our programmes, exploring the issues that they’re helping local government to tackle and the impact that their work is having. These include:

  • Unlocking Scotland: the address data powering public services
  • Transforming access: mygovscot myaccount’s impact across Scotland
  • Shaping tomorrow; delivering real change for Scottish Councils through the Solace/IS Transformation programme

Dr Sarah Gadsden, Improvement Service Chief Executive, and Cllr Shona Morrison, Chair of the Improvement Service Board, said:

“This was a very special year for the Improvement Service as we celebrated our 20th anniversary – one which we’ve marked by highlighting how we have supported local government to innovate and improve. We are delighted to share our 2025 impact story that details our achievements.

“The IS is a key enabler of change, helping local government drive transformation and turn ambition into action. None of this would be possible without the dedication of our staff, the guidance of our Board, and the ongoing support of our partners across Scotland. Together, we are supporting transformation right now.”
