2023-24 report

The framework measures key performance indicators for welfare and money advice services funded by Scottish Local Authorities on both an in-house and commissioned basis.

The findings presented in this report showcase the continued importance of Local Authority funded money and welfare rights advice services. Investment in these small but vital services, makes a significant contribution to addressing inequality.

  • Individuals have made significant financial gains, with gains continuing to far outweigh the investment made. In 2023/24, every £1 of local authority funding invested in money and welfare rights advice resulted in £13 financial gain for clients.
  • The figures highlight the important role these services play in tackling poverty, particularly for individuals with low incomes. Around half of clients in 2023/24 had a household income of £10,000 or less.
