The Planning (Scotland) Act 2019 obliges planning authorities to prepare a report on their performance every year which is submitted to Ministers and published.
In doing this it established the National Planning Improvement Champion role to monitor the performance of planning authorities and to provide advice to them – and others who have a role in the system – on what steps might be taken to improve their performance.
The National Planning Improvement team has led the development and piloting of the National Planning Improvement Framework. This has been taken forward collaboratively with stakeholders from a range of perspectives and interests in planning. The process has been supported and guided by the High Level Group on Planning Performance and it builds upon the learning gathered from the Planning Performance Framework (PPF).
