Workforce Planning

Workforce planning is a core part of the strategic planning process. It aims to ensure the people and workforce strategies are aligned with the future direction of the organisation and the changes that lie ahead, so that the right people with the right skills are available at the right time, to deliver the services and the organisation’s objectives.

There are many workforce planning resources that have been developed and are available to use. We have brought together a selection which includes toolkits, templates and guidance from a range of sources. These are just some examples from the many that exist. All of the information, tools, templates and guidance can be downloaded and adapted for use by services, councils and partner organisations.

Support from the IS

We facilitate organisational development and change management networks to gather learning and practice. These networks meet regularly and discussions are providing information that can be used to inform workforce planning.

National ELC Workforce Planning Analysis Report (Interim)

This interim report brings together national workforce data and insight from local authorities to provide a clearer picture of workforce planning across early learning and childcare (ELC) in Scotland.

It highlights key challenges facing the sector, including short-term planning horizons, recruitment pressures and gaps in available data, alongside areas of strength such as workforce stability, staff engagement and apprenticeship pathways.

This report has been produced as part of ongoing work to bring together workforce data and insight, supporting the development of a national ELC workforce planning dashboard.
