The Scottish Government and Local Government are committed to increasing funded early learning and childcare (ELC) entitlement to 1140 hours per year from August 2020 for all 3 and 4-year-olds and for eligible 2-year-olds. The expansion is a cornerstone in helping every child to fulfil their potential and to close the poverty-related attainment gap.
As part of the Scottish Government’s Delivery Assurance Team, business analysts and knowledge management officers from the Improvement Service are providing support and constructive challenge to both Scottish Government and local government as they implement their ELC expansion plans. This includes periodic data collection, analysis and reporting on the progress of delivery, alongside targeted Business Analysis to understand challenges and recommend ways to move forward.
With the ELC expansion being implemented in different ways across different local authorities, the range of support and tools can be tailored to suit the forms of challenges being faced locally.

The Improvement Service (IS) is the national improvement organisation for local government in Scotland.
