In December 2023, the oversight group endorsed the aims of phase 2 of the LGDP project. It was agreed that phase 2 would build on the learning and recommendations which emerged from phase 1 in relation to rationalisation of the landscape, better governance, improved data quality, greater co-ordination, and automation of data returns.

In January 2025, following the progress that had been made in the early phase of phase 2, the oversight group agreed to a revised set of priorities, which includes moving at pace to prototyping a technical solution and setting out proposals for a new governance framework for local government data returns.

Full detail of the revised priorities is set out in the plan below:

  • Pull together a description of the approach undertaken and a summary of the technology landscape
  • Write down a summary of the key technologies and processes employed in the end-to-end landscape of data returns
  • Extension of the Online Data Return Catalogue to capture the specific technologies and governance arrangements employed by each return investigated by the landscape review
  • Draw a baseline capability model highlighting gaps and opportunities for re-use.

3. Improved governance and reductions in the reporting landscapeDevelop new governance arrangements for agreeing current and future LG data reporting
  • Develop proposals and terms of reference for a new governance mechanism, including the establishment of a local government data reporting governance group
  • Engage with key partners and wider stakeholders to test and refine proposals, to build consensus, and to operationalise the new mechanism
  • Identify use cases which can be used to test the new governance arrangements and help to lead to greater co-ordination and streamlining in the data reporting landscape

4. Online data returns registerDevelop and publish an online data return register (ODRR) to improve awareness and use of existing data, identify linkages, and highlight areas of duplication and potential rationalisation
  • Onboard all data returns in scope by capturing information at data item level
  • Develop a tagging taxonomy that will underpin the register, allowing users to search and find related data items across returns

5. LG data standards board (DSB)Support the establishment a local government data standards board to work across Scottish local government and the wider public sector to identify and curate existing data standards, and support the development of new standards The Data Standards Board will focus on delivery in the following areas:
  1. Awareness of the benefits – develop promotional content of benefits case, case studies, references.
  2. Recommendations and publishing – develop process for understanding the need, prioritising, making recommendations and publishing.
  3. Discovery – Develop online catalogue of data standards.
  4. Adoption of data standards – develop processes and governance to support adoption of data standards with specific use cases.

6. Stakeholder engagementEnsure regular communication and engagement with partners and key stakeholders on the ambitions of the project and the progress being delivered to continue to build traction and support.
